The Delhi High Court has requested that the Delhi Police provide a response regarding the steps they intend to take for verifying and uploading data related to proclaimed offenders and proclaimed individuals on a user-friendly online portal.
Justice Amit Bansal pointed out the need for the court to clarify which agency is responsible for both uploading data on the online portal and ensuring compliance with the directives of a previous bench in order to carry out the project effectively.
“According to the minutes of the mentioned meeting, there is a need for this Court to clarify the responsible agency for carrying out the aforementioned directive. The court has requested that the DCP (Legal Division) of the Delhi Police submit a concise report outlining the procedure to be followed for verifying and uploading the said data,” the judge stated.
In May, Justice Talwant Singh, who is now retired, issued a directive stating that the responsibility for uploading the data lies with the Delhi Police.
Senior Advocate Arun Mohan, representing as Amicus Curiae, pointed out that during the meeting of the Court-appointed Committee, there was some uncertainty regarding which agency was tasked with the responsibility of uploading data concerning proclaimed offenders or proclaimed individuals.
Justice Talwant Singh had issued a directive instructing the National Informatics Centre (NIC) to develop the required software and furnish the necessary infrastructure, web space, and search capabilities for the data, as part of the project's implementation.
The court had ordered that these actions be carried out under the supervision and guidance of a court-appointed monitoring committee, which is led by the Principal District and Sessions Judge (Headquarter).
The Director/In-Charge of the Inter-Operational Criminal Justice System (ICJS) was similarly instructed to collaborate with the monitoring committee and guarantee the provision of any necessary technical and tactical assistance required for the project.
The case is scheduled for its next hearing on December 6th.
