Chugh v. University of Delhi: Lokesh Chugh's plea against the Delhi University's delay in accepting his PhD, notice issed

The Delhi High Court has issued a notice on Lokesh Chugh's plea against the Delhi University's delay in accepting his PhD thesis.

Lokesh Chugh, a PhD scholar and National Secretary of NSUI (National Students' Union of India), had been debarred from taking examinations for a year over his alleged involvement in the screening of a BBC documentary on Prime Minister Narendra Modi.

However, Justice Purushaindra Kumar Kaurav quashed the debarment order and restored Chugh's admission in the university.

Chugh, represented by Advocates Naman Joshi and Ritika Vohra, filed a plea stating that despite the court's ruling, he has been facing inaction and delay from the university in accepting his PhD thesis. Chugh mentioned that he has made efforts to submit his thesis to the university but has not received any response from the authorities.

The plea also highlighted a statement made by the Vice Chancellor of Delhi University during a media interaction with Times of India, where the Vice Chancellor stated that the university was planning to file an appeal against the court's ruling. However, Chugh's counsel argued that no such appeal has been filed and the ruling has not been stayed.

Justice Kaurav issued notice on Chugh's plea and sought responses from the Delhi University and other relevant authorities.

The case has been listed for hearing on July 17. Additionally, the court granted Chugh the liberty to mention the case before the vacation bench and orally instructed the university to comply with the ruling if there is no stay, according to Chugh's lawyer.

The court had previously disposed of Chugh's plea challenging the memorandum passed by the university's Registrar's office, debarring him from taking examinations for one year, and the show cause notice issued by the Proctor's office, which accused him of involvement in disturbance of law and order during the screening of the documentary.

 

The title of the case is "LOKESH CHUGH v. UNIVERSITY OF DELHI & ORS."
