SC Raps Uttarakhand for Misuse of CAMPA Funds, Seeks Explanation

The Supreme Court on Wednesday reprimanded the Uttarakhand government for not submitting an affidavit clarifying the misallocation of CAMPA (Compensatory Afforestation Fund Management and Planning Authority) funds, which are designated for enhancing the state's green cover.

The Bench of Justices BR Gavai and AG Masih noted that the State had failed to provide any explanation for the utilization of CAMPA funds for purchasing iPhones, laptops, and other gadgets.

Although State Advocate General SN Babulkar appeared before the court and stated that he believed the case was not listed for the day and that the affidavit could still be filed, the Bench remained unconvinced.

"How did you not know the case was listed. You either file the affidavit or ask your chief secretary to be present. This is an important matter and of serious concern," the Court said.

An audit by the Comptroller and Auditor General revealed that Uttarakhand’s forest divisions had diverted CAMPA funds, which were allegedly used for purchasing iPhones, laptops, refrigerators, coolers, and for building renovations.
 
Senior Advocate K Parameshwar appeared as the amicus curiae, while Advocate General SN Babulkar and Standing Counsel Vanshaja Shukla represented the State of Uttarakhand.
