Manipur govt allocates Rs 5 crore for women victims, informs SC

The Manipur government reported to the Supreme Court on Tuesday that it has disbursed Rs 5 crore to provide compensation to women who are victims of the ethnic violence prevailing in the state since May of this year.

The funds, totaling Rs 5 crore, have been transferred to the bank account of the Women Victims Compensation Fund, a pre-existing fund specifically established for this purpose. The N Biren Singh government informed the Supreme Court that the distribution of these funds is being carried out in accordance with the Manipur Compensation Scheme for Women Victims/Survivors of Sexual Assault/other Crimes.

Additionally, the state apprised the court that the bank account is currently managed by the Member Secretary of the Manipur State Legal Services Authority, overseeing the disbursement of the allocated funds. Furthermore, the government has enhanced the compensation scheme to align with the standards set by the National Legal Services Authority (NALSA).

The state health department has submitted an action-taken report, detailing the issuance of disability certificates and duplicates of disability certificates as mandated by the law for individuals with disabilities in the relief camps. Officials have noted that a series of sessions were conducted across various districts to facilitate the issuance of disability certificates to individuals with special needs.

In the previous week, the home department issued instructions to all Deputy Commissioners to establish special Aadhar camps. The objective of these camps is to facilitate the reissuance of Aadhar cards that were either lost or damaged during the ongoing violence in the state, as highlighted in the status report.

Up to this point, a total of 3,928 Aadhar cards have been successfully reissued for individuals residing in relief camps through the establishment of special Aadhar camps. The process of recreating or retrieving Aadhar cards is still in progress, as outlined in the status report.

Tragically, almost 200 individuals have lost their lives since ethnic tensions ignited between the Kukis and Meiteis, two tribal groups, on May 3. The state of affairs in the region remains precarious, marked by ongoing incidents of violence in various areas. The volatile nature of the situation persists, underscoring the challenges faced in achieving stability and peace in the affected areas.
