Supreme Court Declines to Halt Dharavi Redevelopment

The Supreme Court has refused to stay the ongoing construction work for the Dharavi Redevelopment Project (DRP), upholding the Bombay High Court's decision in favor of Adani Properties Limited.

Hearing an appeal by UAE-based Seclink Technologies Corporation, the court noted that work on the project had already commenced, including the demolition of railway quarters. Seclink had challenged the Maharashtra government's move to award the project to Adani after canceling its previous bid.

While declining to interfere with the High Court's ruling, the Supreme Court directed that all payments related to the project be processed through a single escrow account. Chief Justice of India Sanjiv Khanna, heading a bench with Justice PV Sanjay Kumar, remarked that integrating the railway line into the project was a justified decision.

The court has issued notices to the Maharashtra government and Adani Properties, scheduling the next hearing for May 25.

Seclink, which had initially bid ₹7,200 crore for the redevelopment, informed the court of its willingness to increase its offer by 20%. The bench directed the company to submit an affidavit detailing its revised bid.

In December 2024, the Bombay High Court upheld the Maharashtra government's decision to cancel Seclink's 2019 bid and issue a fresh tender in 2022, ultimately awarding the project to Adani. The government defended its move, citing economic changes between 2019 and 2022, including the COVID-19 pandemic, the Russia-Ukraine war, currency fluctuations, and rising interest rates.
