A Public Interest Litigation (PIL) has been filed before the Punjab and Haryana High Court, urging the Chandigarh Administration to provide a detailed report on traffic management, crowd control, and security arrangements for Punjabi singer Diljit Dosanjh's concert on December 14.
The matter is set to be heard today by a bench consisting of Chief Justice Sheel Nagu and Justice Anil Kshetarpal.
The PIL, filed by Chandigarh-based advocate Ranjeet Singh, seeks to prevent the event from proceeding without adequate safety measures in place. The petitioner highlights the disruption caused by a recent concert by singer Karan Aujla at the same venue, which led to significant traffic jams and other issues.
The petition accuses the authorities and organizers of failing to plan properly for traffic management, noise control, and the smooth operation of emergency services, thus violating citizens' fundamental rights under Articles 14, 19, and 21 of the Constitution.
It also raises concerns about Dosanjh's upcoming concert at Sector 34, noting that the venue is located in the heart of Chandigarh, near essential medical facilities in Sector 32. The petition warns that the concert could again disrupt emergency health services and public safety.
Furthermore, the PIL points out that this is not an isolated event, as after Aujla’s concert on December 7, another major performance by Diljit Dosanjh is scheduled for December 14, with yet another concert by AP Dhillon planned for December 21 at the same venue.
The plea argues that the authorities' failure to manage such public events effectively infringes upon citizens' right to life and personal liberty.
