SC Slams Jaipur Civic Body Over Jal Mahal Neglect, Orders NEERI Report

The Supreme Court on Friday criticized Nagar Nigam Jaipur Heritage for its failure to prevent pollution at Jal Mahal Lake, stating that negligence and illegal activities had led to its deterioration.

A Bench comprising Justice Abhay S Oka and Justice Ujjal Bhuyan directed the municipal body to appoint the National Environmental Engineering Research Institute (NEERI) to conduct a comprehensive study. The institute will recommend immediate measures to curb pollution and suggest long-term strategies for restoring and preserving the lake.

The Court was hearing a petition filed by Nagar Nigam Jaipur Heritage challenging the 2023 order of the National Green Tribunal (NGT), which mandated environmental clearances before permitting night markets or other activities near the lake. The NGT had also directed authorities to ensure strict compliance with regulations governing the Nahargarh Wildlife Sanctuary and its Eco-Sensitive Zone.

Observing that the so-called development project had no connection with the conservation of Jal Mahal Lake, the Supreme Court ruled that no such project should proceed until NEERI submits its recommendations. Additionally, the Court ordered the municipal body to prohibit vending and market activities around the lake.

The matter is scheduled for the next hearing on March 24.
