The Uttarakhand High Court addressed a Public Interest Litigation concerning abandoned animals roaming on both national and state highways across the state, including the roads in Haldwani. The High Court has instructed the Haldwani Municipal Corporation to provide explicit responses to the raised questions in the petition by November 30th.
The division bench, comprised of Acting Chief Justice Manoj Kumar Tiwari and Justice Pankaj Purohit, presided over the case. Haldwani resident and advocate, Dr. Chandrashekhar Joshi, had filed a PIL in the High Court, highlighting the daily occurrences of accidents on the state roads, particularly in Haldwani, attributing them to abandoned cows and bulls.
Tragically, a young man lost his life in a road accident stemming from fights among these animals. Beyond this, the presence of these animals has been causing delays for school children and frequently leads to hours-long traffic jams due to their fights. Despite multiple guidelines issued by both the Supreme Court and the High Court regarding the issue of abandoned animals on roads, the concerned authorities have not taken any action. The instructions remain unimplemented, resulting in numerous fatalities.
In the PIL, the court was requested to make arrangements to remove the animals roaming abandoned on the roads of the state.
