Uttarakhand HC Grants Relief to Chamoli Panchayat President, Rajni Bhandari

The Uttarakhand High Court, in response to a petition filed by Rajni Bhandari, the President of Chamoli District Panchayat, regarding the investigation into irregularities during the Nanda Rajjat Yatra in 2012–13, took a significant step.

Vacation Judge Justice Rakesh Thapliyal provided substantial relief to Rajni Bhandari by imposing a stay on the ongoing investigation.

According to the case, District Panchayat President Rajni Bhandari, in her petition, has demanded a stay on the government's order of January 25. Bhandari has said in the petition that the government has not followed the provisions of the Panchayati Raj Act in conducting the investigation. Panchayati Raj rules have also been violated during the investigation.

According to Panchayati Raj rules, in cases of irregularities, a preliminary investigation was to be done by the District officer, but instead of investigating himself, the District Magistrate handed over the investigation to the CDO. The CDO constituted a three-member committee and got the investigation done.

It was said in the petition that no rules were followed in the investigation conducted. Therefore, this should be banned. It was also said on behalf of the petitioner that he is an elected official and that he is being implicated due to political malice.

According to the case, after recommending an investigation on the complaint of former block chief Nandan Singh Bisht, an order was issued by the Panchayati Raj Department on January 25, Rajni Bhandari was removed from the post of District Panchayat President. He is accused of irregularities in tenders related to development works on Nanda Rajjat ​​Yatra Marg in the year 2012-13.

It is alleged that he has not discharged his responsibilities properly during this period. The petition also said that on the complaint of a person, the government removed him from the post, and allegations of irregularities were made.
