During its upcoming Special Session next week, Parliament will deliberate on a crucial Bill presented by the Central Government. This legislation is designed to establish regulations governing the appointment process for the Chief Election Commissioner and the Election Commissioners.
As per the Bill titled "Chief Election Commissioner and other Election Commissioners (Appointment Conditions of Service and Term of Office) Bill, 2023", the Chief Election Commissioner and other Election Commissioners shall be appointed by the President on the recommendation of a Selection Committee consisting of :
(a) the Prime Minister- Chairperson;
(b) the Leader of Opposition in the House of the People Member;
(c) a Union Cabinet Minister to be nominated by the Prime Minister- Member.
Union Law Minister Arjun Ram Meghwal introduced the Bill in the Rajya Sabha on August 10. Unfortunately, due to various factors, the Bill was not able to secure passage during the Monsoon Session, which concluded on August 11.
The legislative agenda published for the Special Session scheduled from September 18 to 22 includes the consideration of this Bill by both the Lok Sabha and the Rajya Sabha.
