Smaller Bomb Disposal and Detection Teams Can Be Formed for Emergencies : Delhi Police Informs HC

The Delhi Police informed the High Court of Delhi that in the event of an emergency, they can create additional units by reorganizing their existing resources, which include five bomb disposal squads and 18 bomb detection teams.

The Delhi Police mentioned that there are also 23 Bomb Disposal Squads (BDS) and Bomb Detection Teams (BDT) from the Central Armed Police Forces stationed in Delhi, which can be deployed with approval from the Ministry of Home Affairs. Additionally, five batches of BDS/BDT, each consisting of 15 personnel, will be trained for this purpose.

The police's statement, which previously noted the existence of five Bomb Disposal Squads (BDS) and 18 Bomb Detection Teams (BDT) for over 4,600 schools in Delhi, was included in an additional affidavit. This affidavit was filed in response to a 2023 petition by lawyer Arpit Bhargava, following a hoax bomb threat at Delhi Public School, Mathura Road.

"There are 18 Bomb Detection Teams working in Delhi Police, located at base stations, with the objective of minimizing response time & ensuring coverage of the geographical area of the concerned District.

"There are five Bomb Disposal Squads presently working in Delhi Police, located at base stations," said the police in its latest affidavit.

It said, "There are provisions to form smaller teams in case of emergency to meet the requirement of more BDS/BDT teams. During the G-20 Summit we formed 33 teams using the existing resources & staff of  the abovementioned teams & met our objectives efficiently," it said.

Additionally, the police stated that the trained staff of the Bomb Disposal Squads (BDS) and Bomb Detection Teams (BDT) undergo periodic refresher courses to stay updated with evolving scenarios and technologies.

As per the standard operating procedure, a Bomb Disposal Squad (BDS) is pressed into action after the Bomb Detection Team (BDT) has inspected the area and identified something suspicious, such as an improvised explosive device (IED) or other explosive, necessitating BDS intervention. The affidavit added that the movement command for a BDS is under the control of the district Deputy Commissioner of Police (DCP), where the BDS is stationed. Upon request from the BDT, the district control room dispatches the nearest available BDS to respond to the call.

"There are 18 Bomb Detection Teams, one each stationed in all 15 districts & one each for IGI Airport, Railway Unit & Metro Unit. The reporting authority for the BDT is the concerned district DCP or Unit DCP. A total of 120 mock drills have been conducted in schools from 01.01.2023 till 06.05.2024," the earlier report had said.
