In the court of Justice Dr. SN Pathak of Jharkhand High Court, instructions have been given to take a decision on the regularization of the service of employees working on contracts for more than 10 years in various departments of the state.
The court has said in its decision that the applicants will apply to the concerned departments. A committee should be formed in various departments to take decisions in such cases, which should be decided under the regularization rules in light of the order given in the case of Uma Devi in the Supreme Court.
The government will have to take a decision on the applicants' application and inform them within four months. If no decision is taken in this matter at the departmental level, then the departmental secretary will send the matter to the Chief Secretary, giving reasons. The Chief Secretary will take a decision within four months and form a committee of experts for this.
This committee will take the decision keeping in mind the order of the Supreme Court. If the applicant is dissatisfied with the decision of the department, he can again file a petition in the High Court. The court has disposed of 69 petitions related to this.
The court orally said that the condition of temporary or contractual workers in the state is pathetic. The government should take a decision on such a matter as soon as possible. The court had listed and heard about 69 petitions related to service regularization.
After hearing all the parties, the court recently reserved its decision.

Earlier the employees working on contracts in various institutions of the state government had filed a petition demanding regularization of service.
