Monthly stipend for Junior Lawyers of Rs. 3000 per month inaugurated in Kerala by CM Pinarayi Vijayan

The Chief Minister of Kerala, Pinarayi Vijayan, inaugurated the monthly stipend programme on Saturday, which requires payment of Rs. 3000 per month for junior attorneys.

The programme guarantees State's junior advocates a salary of Rs. 3,000 per month. The stipend is available to lawyers under the age of 30, as long as they have less than three years of experience and an annual revenue of less than Rs. 1 lakh. 

The Kerala Advocates' Welfare Fund Trust Committee and the Bar Council of Kerala jointly organised the event. The event's chief guest was Chief Justice S. Manikumar of the Kerala High Court.

In a government order published on June 24, 2022, the Kerala Government announced the stipend programme. The order was made in accordance with the Kerala Advocates' Stipend Rules, which state that the Trustee Committee may disburse the stipend to lawyers from the Fund on a monthly basis or at such intervals as the Trustee Committee determines and shall be paid into the applicant's bank account. These rules were announced by the State Bar Council of Kerala in 2021. 

Junior attorneys may receive monthly stipends from the Trustee Committee under Section 9 of the Kerala Advocates Welfare Fund Act, 1980. The Advocates Welfare Fund, established by the Act, will be used to pay out the stipend.

The Trustee Committee advised the State Government following the notification of the 2021 Rules, and as a result, the June 2022 GO was issued, requiring a monthly stipend of Rs. 3000 for junior attorneys. The yearly income cap does not, however, apply to people who are members of Scheduled Castes or Scheduled Tribes. 

On Saturday, the programme was launched at the Kerala High Court Auditorium. Adv. K. N. Anil Kumar, the Chairman of the Kerala Bar Council, presided over the event. At the event, other speakers were Kerala's Advocate General Sr. Adv. K. Gopalakrishna Kurup, State Law Minister P. Rajeeve, State Revenue Minister K. Rajan, and others.
