The Delhi Police has informed the high court that former IAS probationer Puja Khedkar presented two disability certificates to claim multiple disabilities. The police investigation has indicated that one of these documents might be "forged" and "fabricated."
This revelation was made in the context of Khedkar's anticipatory bail plea.
She faces accusations of cheating and improperly obtaining benefits under the Other Backward Classes (OBC) and disability quotas.
According to the Delhi Police, Khedkar provided these two disability certificates for the Civil Services Examinations of 2022 and 2023, respectively
After verification, the "Issuing Medical Authority, Ahmednagar, Maharashtra", has however claimed that the certificate that showed locomotor disability, hearing impairment and low vision was not issued in accordance with the "Civil Surgeon Office Records" and "the possibility of the disability certificate being forged and fabricated is more likely", the status report informed.
Puja Khedkar is alleged to have misrepresented information in her application for the UPSC Civil Services Examination 2022 to obtain reservation benefits. On July 31, the Union Public Service Commission (UPSC) canceled her candidature and barred her from future examinations.
Khedkar has denied all allegations.
On August 29, the court extended the interim protection from arrest granted to her until September 5. Both the UPSC and the Delhi Police have sought the dismissal of her pre-arrest bail plea.
The UPSC has accused Khedkar of committing fraud against the commission and the public, asserting that her custodial interrogation is essential to uncover the "magnitude of the fraud," which they believe involved assistance from others.
The Delhi Police have argued that granting any relief to Khedkar would impede their investigation into what they describe as a "deep-rooted conspiracy" with significant implications for public trust and the integrity of the civil services examination.
Last month, the UPSC took several actions against Khedkar, including filing a criminal case for falsely claiming examination attempts by faking her identity. The Delhi Police have registered an FIR under various legal provisions, including the Indian Penal Code, the Information Technology Act, and the Right of Persons with Disabilities Act.
On August 1, a sessions court denied anticipatory bail to Khedkar, citing serious allegations that necessitate a thorough investigation.
