CBI directed to investigate mysterious death of Manipuri woman

The Supreme Court has directed a Central Bureau of Investigation (CBI) probe into the perplexing demise of a 25-year-old Manipuri woman, A S Reingamphi, whose lifeless body was discovered under suspicious circumstances in her rented accommodation in south Delhi back in 2013.

The decision comes amidst concerns raised by the apex court regarding the erosion of public trust in law enforcement institutions due to unresolved crimes. The court emphasized the necessity for fair and effective criminal investigations to uphold the integrity of the justice system.

Reingamphi's untimely demise, initially treated as a case of abetment of suicide, was shrouded in uncertainty as the cause of death could not be conclusively determined in the post-mortem report. Subsequently, her cousins, Awungshi Chirmayo and Thotreithem Longpinao, petitioned for a CBI investigation, challenging the Delhi High Court's dismissal of their plea.

Despite the formation of a Special Investigation Team (SIT) to monitor the case, doubts persisted regarding the impartiality and effectiveness of the investigation. The SIT's conclusion attributing Reingamphi's death to suicide was met with skepticism, particularly in light of conflicting evidence at the crime scene.

The Supreme Court, after careful consideration, deemed it necessary to transfer the case to the CBI to ensure a thorough and unbiased investigation. Justices J K Maheshwari and Sudhanshu Dhulia highlighted the significance of addressing the concerns of the deceased's relatives and restoring their faith in the judicial process.

Acknowledging the logistical challenges faced by Reingamphi's family residing in Manipur, the court underscored the importance of providing them with reassurance and justice. The decision to entrust the investigation to the CBI aims to alleviate any lingering doubts and bring the perpetrators to justice.

The Supreme Court's directive mandates the CBI to meticulously examine all aspects of the case and submit a comprehensive investigation report or charge sheet expeditiously. By transferring the case from the SIT to the CBI and ensuring the transfer of relevant documents, the court aims to facilitate a transparent and impartial inquiry into Reingamphi's tragic demise.
