Calcutta HC Urges State to Explore Revival of City Tram Services on Specific Routes with Multi-Agency Approval

Today, the Calcutta High Court issued a directive to the State, emphasizing the exploration of rejuvenating and modernizing specific tram routes within the city. The court emphasized the necessity for these routes to receive approvals from multiple authorities, including the police, in the process.

Chief Justice TS Sivagnanam and Justice Hiranmay Bhattacharya, constituting a division bench, recommended the state to contemplate the revival of tram services via a public-private partnership (PPP) model. Their suggestion aimed at transforming the tram services into a mode of transport catering not just to daily commuters but also positioning them as an appealing tourist attraction.

Previously, the bench had highlighted the significance of restoring tram services, citing their integral role in Calcutta's heritage. However, during this recent instance, concerns arose after learning about the Kolkata Police's reluctance to permit the resumption of tram services on certain routes.

"The Kolkata police are an essential stakeholder in the tram service restoration effort, but their perspective isn't definitive. The citizens, encompassing both long-term patrons and younger generations, hold cherished memories and advocate for preserving this rich heritage. Hence, a constructive resolution is imperative to reinstate tram services on viable routes and sustain them citywide for the long term. Addressing raised concerns without compromising the restoration's essence requires exploration. The court recommends engaging various private entities, as seen in many government initiatives, through a PPP model for the revival of these services."

The Court further emphasized the committee's role, reiterating that its primary objective should center on the revival of tram services in Kolkata. The committee, as previously constituted, must stay focused on the singular goal of restoring and rejuvenating these services within the city.

Additionally, the Court advised that the enhancements required for the tram services should primarily involve modernizing the tram cars. This modernization would aim to make them more enticing by incorporating improved lighting, seating, and amenities. Such upgrades wouldn't only cater to daily commuters but would also transform the tram experience into a recreational and entertainment option.
